The Dreamsurge event weekly quest "Shaping the Dreamsurge" gave a cache that contained veteran gear 480 ilvl and 30 Drake Crests. This week it got a change in which Blizzard removed that cache reward from the quest. Instead you get 10 whelpling Awakened Crests.

You will not get the outdoor events as Awakened if you have not unlocked it. To unlock it you must complete storylines tied to those events.
